Mirror towns are public communities where controlled variables are introduced and observed. Residents are unaware of the programme. Direct contact is prohibited. All observation is conducted remotely from paired base towns.
Base-town reference
Base towns are classified government facilities staffed by programme personnel. Population is maintained between 40 and 55 at each installation. All base-town residents hold active clearance and have been briefed on programme operations.
